Role  :

Reporting directly to the Construction Superintendent, the role of the E & I  Supervisor is to monitor and control all aspects of the E & I activities within the Project. This shall be achieved through close liaison, communication, and mentoring  of the Contractor Site Activities, supervising the Contractor to achieve safe, quality and on-time delivery of the E & I elements of the Project 

Job Description &  Responsibilities :

  •  Ensures that AP HSE Management System is followed by all Site and Contractor Personnel.  
  •  Participate and support in all HSE procedures and initiatives.
  •  Provide E & I engineering technical direction and support for Projec  activities, specifically including field engineering support. 
  •  Support discipline review of drawings from Engineering / Contractor  Vendors / Sub Contractors for completeness and compliance. 
  •  Support the Contractor in scoping and planning of E & I work.
  •  Application of engineering principles, codes, and standards to identif  issues, recommend improvements and implement solutions  
  •  Ensure Contractor complies to industry and design and construction  specifications and standards in line with Project codes and standards.  
  •  Provide technical support by providing timely reviews of required  specifications and project design reviews. 
  •  Provide Technical support for Contractor fabrication and construction  drawings and schedules.  
  •  Provide Technical leadership, coaching, and mentoring of junior staff
  •  Overall monitoring and supervision of Contractor E & I activities.
  •  Monitor quality, timeliness, and cost of work performed.
  •  Liaise with QS/CC function to provide support and evidence in regard E  & I activities complete against SoW. 
  •  Support completions process including testing of electrical systems  prior to hand-off to Commissioning. 
  •  Engage in continuous improvement processes as appropriate.
  •  Monitor contractor to ensure they are following manufacturer  requirements and project specifications for preservation and storage of  electrical, instrument, HVAC equipment and consumables. 
  • Monitor contractor to ensure they are following approved practices during  installation, testing and commissioning of Electrical, 
  • Instrumentation and HVAC equipment to preserve and protect the installed equipment (e.g. climate and dust control of buildings, appropriate testing and installation techniques and equipment etc.) 
  • Attend when required Progress meetings supporting, contributing and directing meeting discussion as required. (internal/external).  
  • Provide support and guidance to the Contractor with regard to preservation techniques and activities, related to electrical equipment.  
  •  Ensuring contractors are directed in matters affecting risks of E & activities. 
  • Recommending any necessary courses of action on contractor E & performance. 
  •  Provide written reports including reference to site evidence as required on a regular and adhoc basis.  
  • Maintain a strong and effective professional working relationship with the AP Project Management Team and Contractors 
  • Attend all critical witness points for all testing and commissioning activities (ITRs) on Electrical, Instrumentation, telecoms, building Fire and gas and 
  • HVAC systems to ensure compliance with regulatory and Project

Essential Experience  and Skills :

  •  Bachelor’s degree or equivalent experience in an Electrical Engineering  discipline qualification.  
  • Knowledge of Codes and Acts applicable to the above systems including  international and Algerian building codes and professional engineering  requirements.  
  • Strong communicator written and oral Arabic/English/French
  • Strong and effective leader and coordinator
  •  Organised, disciplined, able to perform under pressure and manage  multiple priorities and parallel tasks 
  • Strong Microsoft software skills, particularly Outlook, Excel and Word.
  • Good presentation skills and strong report writing skills 
  •  Middle East project experience and/or experience of working on construction sites in Algeria
  • Experience of working in multicultural project teams 
  •  10+ years of E & I experience in an industrial environment.  
  •  Industrial Gas construction experience an advantage.
  •  Knowledge and experience of HV, MV and 60kV OHL work an advantage.
  •  Knowledge and experience of ground earth rings, lightning protection  systems, MV Transformers and back-up generators including testing an advantage.  

Contract Specifics & Recruitment Conditions :

 
  •  The location of the Project is within the Sonatrach DRIZ facility in Arzew. (GL2Z + In-Plot  Areas + ASU) 
  • The contract is to commence October 2020 (Post Algeria Lock-Down restrictions)
  • The contract duration is anticipated to be 12-months
  • The work rotation is 6 x 2
  • Anticipated working hours are 6 days per week, 10 hours per day. The agreed day rate is
  • inclusive of any overtime payment for hours over and above the agreed national  requirements  
  • A Laptop will be provided for work use only
  • All required PPE will be provided for, as required by site specific requirements
  • No transport nor accommodation costs are provided for within this contract with these being
  • the responsibility of the Post-Holder
  • Absence from work must be agreed with Construction Superintendent/Manager and is unpaid
