The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is an international cooperation company for sustainable development that operates worldwide. Since 2011, GIZ has supported the African Union Commission (AUC) in the establishment of the Pan-African University (PAU). The PAU aims to build a network of reputable African universities with the objective of promoting the quality of higher education in Africa and boosting scientific research. This network must be at the heart of the continent's development. PAU also aims to support institutional capacity building to make African higher education institutions more competitive globally.

The PAU is made up of five thematic institutes (one in each region of Africa). It offers master and doctoral programs in specific fields and applied research programs geared towards development. The institutes will collaborate with satellite research and higher education centers in other regions of Africa, while working closely with the public, private and civil society sectors.

The four existing institutes of the Pan-African University are supported by key thematic partners (Key Thematic Partner, KTP). Germany is the main thematic partner of the PanAfrican Institute for Water and Energy Sciences (including Climate Change - PAUWES), which is hosted by Abou Bekr Belkaïd University in Tlemcen, Algeria. The other pan-African institutes are located in Cameroon (Institute of Governance, Humanities and Social Sciences), Kenya (Institute of Basic Sciences, Technology and Innovation) and Nigeria (Institute for Life Sciences and the Earth, which includes health and agriculture). The fifth institute (space science) will be set up in South Africa.

The PAU Central Rectorate in Addis Ababa (soon to be relocated to Cameroon), manages and coordinates the academic and administrative affairs of the PAU. The Department of Human Resources, Science and Technology (HRST) of the Commission of the African Union (AUC) is responsible for the development of the PAU.

The Master's programs at PAU aim to provide quality education to graduates from across Africa, including those from the African diaspora, in order to avoid the brain drain and contribute significantly to the continent's development. After their studies, the students have to play a major role in the transformation of Africa.They are called upon to become
leaders (transformation agents) in their fields of expertise in the private and public sectors as well as in the academic world of Africa.

The Pan-African Institute for Water and Energy Sciences (including Climate Change) opened its doors in October 2014, offering two Master's programs (Water Science Engineering and Energy Engineering). During the academic year 2015-2016 two Master programs in Governance (water and energy) were launched, since October 2016 PAUWES has reached its capacity for the Masters programmes with cohorts of 70-80 students starting each year in October.

After graduation, the transition of PAUWES students to the labour market is a very important effort, which requires a systematic approach that includes the total duration of studies in order to successfully complete this task.


 Responsabilities :

  • Under the responsibility of the GIZ Advisors, and in particular the Advisors on Academic Affairs and Employability and Entrepreneurship (E&E), the Project Manager will be responsible for the following activities:
  • Manage the implementation of all GIZ activities, events and programmes to support PAUWES in the field of Entrepreneurship and Employability as developed by the GIZ Advisors in line with the indicators as laid out in the project proposal :
  • Support job entry of PAUWES graduate.
  • Ensure that practice orientation and acquisition of professional skills is embedded in all academic curricula at PAUWE.
  • Support extra-curricular activities in the field of Entrepreneurship
  • Support set-up of career services unit at PAUWES including internship placements, mentoring, career coaching, etc.
  • Support the initiation and maintenance of partnerships and cooperation between PAUWES and the private/public and civil society to further the strategic E&E goals of the institute
  • Contribute to enhancing the visibility of PAUWES in Africa and abroad, especially with regard to its E&E profile
  • Act as focal person for communication and coordination between PAUWES and GIZ for all E&E activities and any other relevant processes; liaise with PAUWES Private Sector Coordinator with preparation and planning of activities with PAUWES students and staff.
  • Work together with PAUWES focal persons in the field of employability and entrepreneurship with the goal of constant and incremental capacity building of PAUWES staff :
  • advise PAUWES on developing stable processes and structures for gradually taking over management of the E&E processes and activities;
  • support PAUWES in developing appropriate management and operational tools (function sheets, M&E methods, roadmaps, project management tools) aligned with the overall institutional goals
  • Coordinate and manage all external consultancies hired by GIZ to support PAUWES in the field of E&E; act as “one-stop-shop” to provide consultants with necessary organisational and logistic support on-site in Tlemcen and throughout their contract duration.
  • Report to GIZ Advisors and team on implementation of projects and consultancies on.
  • a regular basi. 


Other responsabilities :

  • Flexibly handle other tasks as needed to reach team goals



  • Masters degree in a field related to the objectives of the position, i.e. social sciences (economics, political science, communication), engineering or related field;
  • Fluent in English
  • At least 5 years of relevant work experience in the private or public sector
  • Experience in project management/ consultancy in an international environment; first experiences in capacity building / development is an asset;
  • Experience in university-industry relations, career guidance services; entrepreneurship education or promotion; knowledge and technology transfer; alumni service.

Duration of contract :

  • fulltime from November/December 2017 – August 2018 with the possibility of extension.

Probation period :

  • 6 months
