The Pan African University Institute of Water and Energy Sciences (including Climate Change) is one of the five hubs of the Pan African University established under the African Union aimed at revitalizing African higher education and at boosting research and postgraduate training.  PAUWES is located on the campus of the University of Tlemcen, Algeria. The Institute offers graduate students access to leading academic teaching, research and hands-on training in areas vital to the future of African development – water, energy and the challenge of climate change. 




More specifically, the national senior consultant on operational planning is expected to fulfil the following tasks:

  • Make a proposal and timeline for the implementation of the extra budget given for operational planning and ensure its implementation (workshops, tools etc.).
  • Coordinate with other consultants hired through the financing agreement to ensure proper planning of activities and utilization of extra funds within the timeline of 6 months. Coordinate closely with PAUWES finance officer.
  • Plan, monitor, report on activities and fund expenditure foreseen in the financing agreement in coordination with other consultants and PAUWES financial officer. Ensure proper and timely expenditure of extra funds.
  • Review, and advise on improvements of the development of the operational planning process including the financial planning (budget planning; management, monitoring and reporting of utilized funds). Ensure a close linkage between finances and operations.
  • Prepare the operational planning workshop end of November, 2017 or beginning of December 2017.
  • Execute and moderate the operational planning workshop. Document and provide results.
  • Set in place mechanisms of prioritization of execution of the set of activities within the specified timelines.
  • Put together and implement operational planning tools and monitoring; coordinate and monitor the actual implementation of tools/measures.
  • Build team interaction working processes and tools to ensure efficient execution.


  • At the start of the consultancy, the proposal and timeline (within the timeframe of 6 months) for budget implementation of the extra funds allocated in the financing agreement for operational planning. Coordination with other consultants to ensure that they deliver the same for their respective areas.
  • Set-up a plan, monitoring mechanisms and provide regular reports on activities and fund expenditure (in coordination with PAUWES financial officer) on expenditure of extra budgets per each consultancy in the financing agreement.
  • Review the existing operational plan and provide an updated version summarizing a current status, connecting activities with allocated budgets and other resources.
  • Plan, prepare, monitor and document 1-2 operational planning workshops. Provide an updated operation plan with proper monitoring mechanisms.
  • Proposal for a self-assessment tool for PAUWES staff to measure achievements and challenges in the implementation of the operational plan and for achieving efficiency gains.
  • Proposal for a tool of prioritization of activity execution.
  • Proposal for improved team interaction working processes and tools to ensure efficient execution of all activities.


The senior national consultant/ Consultancy on operational planning must comply with the following qualifications and requirements:

  • Demonstrated international experience in operational planning (ideally finance),  project management and/ or management of a university department;
  • Strong experience with project management tools and software;
  • Experience working with strict deadlines and under pressure;
  • Experience working in an international, multi-stakeholder environment;
  • Strong team management experience, review and improvement of team working processes;
  • Excellent command of English and French;
  • Interest in the higher education sector

Place and Period of Assignment:

The contract will be running from November 12th, 2017 until April 30th, 2018 with a maximum of 130 working days. The consultant will provide his/her services at the PAUWES institute in Tlemcen, Algeria.

Responsibilities and coordination:

The senior consultant is responsible for the tasks and contents mentioned above. The consultant will work closely with the Director of the PAUWES institute, other national consultants and staff at PAUWES, as well as the institution building consultant commissioned by the GIZ. The deliverables should be provided as mentioned above to PAUWES and shared with GIZ. At the start of the consultancy, the measures/timelines for the utilization of the given budget are to be provided and agreed with GIZ and to be fully implemented by the end of the consultancy.
