ORGANIZATIONAL CONTEXT AND SCOPE

Since the inception of IOM in 1951, Policy and Liaison has been and continue to be a fundamental pillar of the Organization’s work. The organized Policy of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s Policy. This mandate has resulted in the international migrants. Policy and Liaison Units in various IOM Country Offices, coordinated under the Division of at IOM’s Geneva Headquarters (HQ), are responsible for all aspects of under IOM’s auspices, in accordance with the various framework agreements with Governments and partners across the spectrum of the Organization's programmes.

Under the direct supervision of the Chief of Mission, the National Policy and Liaison

Officer is responsible with the following duties and responsibilities:

RESPONSIBILITIES AND ACCOUNTABILITIES

  • Maintain regular liaison with governmental and non-governmental partners, the UN Systemic and diplomatic missions in order to advise the IOM Country Office on partner and donor priorities in the field of migration and foster synergie
  • Provide technical advice and support to the Country Office on resource mobilization.
  • Monitor national and regional trends, policies and legislative frameworks related to migration to inform and advise the Country.
  • Support the development of national and regional migration policies in close collaboration with the Regional Office and HQ.
  • Identify, and suggest strategic, partnerships with the UN System, academic institutions, think-tanks and research institutions within the country, and participate in policy-oriented research in coordination with the Regional Office and, where relevant, with the Regional Research Officers and/or Headquarters.
  • Contribute to national policy dialogue and the exchange of best practices through the organization of meetings and preparation of policy briefs with the Regional Office.
  • Participate, in collaboration with the Regional Office, in the establishment of system to make national migration trends, policy development and data widely
  • available on a regular basis within and outside IOM in a reliable and
  • comprehensive manner.
  • Monitor and support migration-related National Consultative Processes and regional government and non-government bodies.
  • Maintain appropriate coordination and information sharing within the office and between the region and relevant Departments at HQ. 
  • Support national strategic planning exercises, and provide support for country office, as required and in collaboration with the Regional Office.
  • Act as focal person on issues such as the Global Compact on Migration, the UN Migration Network, SDGs, Cooperation Frameworks and the like.
  • Any other duties that may be assigned by the Chief of Mission.

EDUCATION

  • Master’s degree in International Relations, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

EXPERIENCE

Relevant professional work experience in the humanitarian or development sector, with specific experience in internal displacement and durable solutions;

  • Demonstrated experience in liaison and policy functions, including partnership
  • with host governments;
  • Excellent drafting capabilities, communication and negotiation skills;
  • Good analytical skills, ability to interpret information, identify and analyze problems;
  • Thorough understanding of concepts and current development related to internal displacement and durable solutions;
  • Good knowledge of project development, administration and evaluation concepts and procedures;
  • Good level of computer literacy, with proficiency in MS Windows / MS Office applications.

SKILLS

  • Strong computer skills - Word, Excel and Internet; experience with migration policy and development is a strong advantage.

  • For this position, fluency in Arabic, English and French is required (oral and written).

Notes

Internals of the Organization and NMS candidates, as well as external female candidates, will be considered as first-tier candidates. This vacancy is also open to second-tier candidates.

The appointment is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
