 ORGANIZATIONAL CONTEXT AND SCOPE :

  • Under the overall supervision the Chief of Mission and direct supervision of the Project Manager, the successful candidate will support the day-to-day implementation of the project: “Strengthened Capacities for Improved Coordination, Identification, Protection, and Prosecution on Trafficking in Persons (TIP) in Algeria”. The Project Assistant will be also responsible for all monitoring and evaluation of project activities, administrative and logistical requirements.

RESPONSIBILITIES AND ACCOUNTABILITIES :

  • Assist the Project Manager in implementing project activities, drafting and compiling quarterly/annual reports (including activity reports) in a timely manner and verifying that all activities are implemented in the respect of
    admin & finance procedures.
  • Support the development and implementation of capacity building activities envisaged under the project.
  • Under the supervision of the Project Manager and in coordination with the anti-trafficking inter-ministerial committee, support the organization of 3 consultations to identify focal points in key  civil society organizations (CSOs), government and International Organizations (IO) and development of relevant protocols/agreements, including the setting up of a National Referral mechanism (NRM) and production of relevant Standard Operating procedures (SOPs).
  • Support liaison efforts and mapping of service providers, signing of agreements and enhancing the collaboration with relevant partners in view of improving the quality and quantity of services offered to Victims of Trafficking (VoTs) and potential VoTs.
  • In  close  collaboration  with  the  Regional  M&E  and  Reporting  Officer, support Information management regarding cases of trafficking in persons and assistance provided by IOM and its partners.
  • In close collaboration with the Regional M& E and Reporting Officer, participate in the design and implementation of monitoring and evaluation tools to document and determine the progress and impact of the project in a way that helps improving the project effectiveness.
  • Support the Project Manager in the preparation of work plans, workshop materials, and donor reports.
  • Provide direct support to project consultants and IOM staff traveling in Algeria for the project, including making travel, accommodation, and other arrangements, such as translation services, as needed.
  • Respect IOM’s Data Protection Principles; ensure compliance to relevant IOM policies and ensure activities are developed, implemented and harmonized in line with relevant IOM and UN strategies and frameworks.
  • Undertake duty travel as necessary to facilitate project implementation.
  • Perform such other duties as may be required.   

REQUIRED QUALIFICATIONS AND EXPERIENCE :
EDUCATION :

  • Completed University degree in Political or Social Sciences, Human Rights or Law or a related field, from an accredited academic institution with 3 years of relevant experience
EXPERIENCE :

  • Three  (3)  years  of  experience  in  international  law,  counter-trafficking, migration issues, or a related programme;
  • Experience in organizing capacity building initiatives, both targeting the
    Government and at grassroots level;
  • Experience in liaising and working with relevant Government and Civil Society/Community-based Organizations, Non-Governmental counterparts and international organizations as well as coordinating stakeholder groups;
  • Experience in project development, monitoring and evaluation, including resource/financial management;
  • Strong computer skills;
  • Excellent report-drafting skills
  • Experience in case management and provision of direct assistance in the context of social work is an advantage.

LANGUAGES :

Required :

  • Fluency   in   French   and   Arabic   is required (oral and written);
  • Working   knowledge   of   English   is required;

Advantageous :

  • Working knowledge of local dialects is an advantage.

The appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
