Summary of position:

Under the direction of the Management Counsellor Officer (MCO) and Regional Deputy Director of Informatics- CSRM Africa and Middle East. The incumbent manages a large part of the IT Program at the mission of the Embassy of Canada to Algeria, which includes service delivery, and the development and negotiation of service agreements. Performs the following duties:

  • Manages, and is accountable, for the day-to-day operations of the IT Program in the mission, program development, project management, negotiation of service agreements and supervision of staff (if required).
  • Manages and provides problem resolution and technical support to the client community at the mission in the daily use of IM and IT Systems.
  • Provides technical advice and coaching to users, coordinates the development of training plans to facilitate the exchange of knowledge, and increase the effective and efficient use of the Mission’s various IM and IT Systems.
  • Analyses information technology and information management needs at the mission and plans and provides technical and operational support for IM and IT Systems and their environment.
  • Maintains a good understanding of content and location of manufacturers' literature, departmental informatics and IM policies and procedures, LAN documentation, network diagrams, network server(s) configurations, hardware/software specifications and technical guides, workstation diagrams and configuration documentation, telephony-related documentation.
  • Performs other related tasks as required.

Essential qualifications:

  • Candidates will initially be screened against the Essential Qualifications relating to education, experience and language.

Education:

  • University degree (graduate studies) in Computer Sciences, Information Technology, or Computer Engineering.

Language:

  • Fluency in Arabic (written, oral and comprehension).
  • Fluency in French (written, oral and comprehension).
  • Fluency in English (written, oral and comprehension).

Experience:

Have recent professional experience* of two years or more in a large company or multinational company, international organization or diplomatic mission in one of the following fields:

  • Support or administration of a Local Area Network (LAN) and its environment.
  • Managing an IT program/department/section including managing an IT budget.
  • “Recent professional experience” refers to experience acquired during the five (5) years immediately preceding the closing date mentioned in this job opportunity.

Rated requirements:

  • Candidates must also meet the following rated requirements for knowledge, skills and competencies that will be assessed through the following element: written test, oral interview, role-playing, practical test, presentation and/or psychometric test.

Knowledge:

  • Knowledge of theories and practices of IT related functions; software, hardware, networking, internetworking, and communications.
  • Knowledge of troubleshooting techniques used in the resolution of technical problems pertaining to IT equipment and infrastructure.

Ability/Skill:

  • Ability to administer, operate, and maintain the LAN and its infrastructure.
  • Ability to analyse, diagnose and resolve technical problems related to the use of hardware and software in a networking environment.
  • Ability to analyze and identify operational and user requirements for planning and development purposes.
  • Ability to provide user support, coaching, and training by correspondence, over the telephone and in person.
  • Ability to describe a problem succinctly and discuss likely causes and solutions with a view to solving the problem.
  • Ability to communicate orally and in writing.

Asset Qualifications:

  • Preference may be given to candidates who meet the asset qualifications. Candidates must clearly demonstrate in their cover letter and resume how they meet these qualifications, if any.

Education:

  • Engineering degree in the fields relevant to the position to be filled.

Experiences:

  • Experience in administering Microsoft Windows Server 2008/2012/2016
  • Experience in supporting Microsoft Windows 7/10 including Microsoft Office Suite 2016
  • Experience in supporting VoIP technologies
  • Experience in internetworking technologies
  • Experience in supervising IT staff.

Organizational Needs:.

Operational Requirements:

  • Hours of work: 37.5h per week. The hours of work are determined in agreement with the supervisor and the employee according to the conditions of employment guide;
  • Must be willing to work irregular hours and overtime, be available on call outside normal working hours;
  • Must be willing to travel if necessary.

Condition(s) of Employment:

  • Candidates must hold a valid work permit covering the entire period of employment.
  • Before a job offer can be made, candidates must provide a local address as proof of residency at the particular country, city or region so that, if selected, it will appear on the letter of offer.
  • Able to obtain and retain an Enhanced Reliability (ERC) security clearance.
  • Must qualify for a visitor visa for Canada before issuing the letter of offer.
