Org. Setting and Reporting 

This position is in MINURSO, Tindouf, Algeria. The Movement Control Assistant at this  level reports to the Logistics Assistant in Tindouf Liaison Office (TLO) and to the Movcon in  Laayoune HQ. 

Responsibilities :Major duties and responsibilities: 

Under the supervision of Logistics Assistant, the incumbent shall perform the following  duties: 

• Receives and registers cargo movement requests for air/ground transportation. • Completes cargo manifests and other documentation. 

• Arranges customs clearance and related documentation. 

• Manage the load and offload cargo to/from various aircraft and trucks using heavy duty  vehicles, Ground Handling Equipment (GHEs) and Material Handling Equipment (MHEs)  which includes 3 – 25 tons forklifts, K-Loaders, tractor and conveyor belt loader. • Ensuring the appropriate Material Handling Equipment (MHEs) or Ground Handling  Equipment (GHEs) are used to load/offload specific aircrafts without causing damage to the  cargo or aircraft and without exceeding the equipment capacity.

• Ensuring Material Handling Equipment (MHEs), Ground Handling Equipment (GHEs) and  other operations vehicles near the aircraft while observing safety parameters as per IATA  Airside Safety Regulations. 

• Ensure carries cargo as required (including dangerous cargo) is loaded in accordance with  international regulations. 

• Informs appropriate consignees on delivery of items. 

• Checks-in passengers which includes: manifest confirmation/amendments, baggage  identification and weighing, distribution of boarding passes. 

• Assists with airfield and air terminal security by ensuring that all passenger baggage or  property are scanned and accounted for at the time of check-in, the air passengers remain in designated areas while at the air terminal and all incidents or potential safety or security  matters are reported in a timely manner. 

• Fulfils the duties of a passenger baggage handler by retrieving or placing passenger baggage on aircraft, assists in the transfer of baggage to the terminal area and follows-up on misplaced  or damage of baggage. 

• Prepares, compiles and maintains the monthly fleets statistics related to air, surface and  water movements. 

• Tracks and traces missing cargo and baggage. 

• Maintains unit files as required (both in hard and soft copies), administrative instruction and  other related documents. 

• Provides general office support services such as drafting routine correspondence and their  distribution to various officials. 

• Be the focal point for the procurement section in Tindouf. 

• Provides the needed administrative support to the procurement team in Tindouf.  • Monitors status of existing requisitions maintains contact with suppliers to ensure timely  delivery of goods and services, coordinates shipment of goods/commodities/equipment to  TDF-LO.  

• Follow-up with procurement section on pending shopping carts and purchase orders related  to Tindouf Office. 

• Assists the procurement section in registering vendor and contractors on UNGMP.  • Assist office in driving functions to airport and refugee camps as requested by management. 

• Performs other duties as required by the supervisor. 

Important note: The post requires the incumbent to work shifts or alternate schedules which  will include weekends and evenings

Education :

High school diploma or equivalent is required. 

Valid driving license and ability to drive manual transmission vehicles are required. Please  attach copy of valid driver's license showing the categories of vehicles/equipment on the  driving license 

Job Specific Qualifications :Work Experience :

A minimum of three (3) years of progressively responsible experience in Movement Control,  multi-modal transportation, airline operations or related field is required. Experience in  procurement is a plus. 

Experience preparing passenger and/or cargo manifests/documentation relating to at least two  modes of transportation is desirable 

Experience in electronic passenger booking systems is desirable. 

Experience in the capacity if using various Heavy-Duty Vehicles related to material handling 

equipment and ground handling equipment is desirable. 

Experience of IATA rules and procedures for the transportation of dangerous goods, airside  safety and cargo securement is desirable. 

Experience in liaising with local authorities and freight forwarders on cargo related matters is  desirable. 

Experience in conducting basic procurement functions and Knowledge of various local  vendors in Tindouf is desirable. 

Languages :

English and French are the working languages of the United Nations Secretariat. For the  position(s) advertised, fluency in English is required; and ['fluency' or 'knowledge'] of French  is ['desirable' or 'an advantage']. Knowledge of another official United Nations language is an  advantage. 

Assessment :

Evaluation of qualified candidates may include an assessment exercise which may be  followed by competency-based interview.
