Main Purpose of the Job
- Manage all the test activities at the system level
- Define the test strategy at test system level
- Define the test schedule and test planning 
- Prepare all methods statements for tests system 
- Recruit and lead competency enhancement Test & Commissioning activity on the project for the System part 
- Support and training of T&C team in the project 
- Maintain a transparent relation with stakeholders (Internal and external, including Customer, Partners & Consultant, MOE);
- Ensure Environment, Health & Safety regulation respect and no deviation
- Regular and transparent reporting: progress, risks, profitability

Position in the Organisation:
Organisation Structure & Reporting
The T&C Manager hierarchically reports to the T&C Manager Algeria S&I.
He manages hierarchically the T&C team on the project (T&C engineers, gestionnaire de site …).

- Project Director Algeria.
- Platform and Subsystems Test & Commissioning managers
- Project Managers and Sub-system managers on Algerian projects
- Partners, Customers & MOE on Algerian projects
- Subcontractors

Mission:
Objectives
- Recruit and lead competency enhancement for T&C teams the project
- Control of resources appropriate assignment
- Management & coaching of T&C team with focus on : preparation and validation of procedures, scheduling, execution, safety and EHS management.
- Main objectives : obtain SAT and Provisional acceptance on time.
- Regular reporting to the Projects Director and to the T&C Manager Algeria
- Development plan for the team
- Zero deviation plan EHS
- Measurement

Respect of QD commitments:
- Respect of test & commissioning schedule
- Good and regular reporting based on documentation (procedures & reports approval), physical progress vs cost
- Close team management based on the follow up of RH cycle development plans.
- Optimisation of resources
- Good relationship with stakeholders

Scope
System & Infra : System and subsystems (Electrical, Electromechanical, Signalling).

Candidate Requirements:
- Educational Requirements
- Engineering degree (civil, energy, telecom, transport)
- Experienced in project management


Desired Knowledge / Experience:
- Proven experience in Test & Commissioning management
- 5 years professional experience Projects with tests , ideally in transportation business
- French and Arabic language needed
